"Safe" Bathrooms

I've been wondering if anyone has developed an app that catalogs places that have "safe" restrooms for changing, considering factors like:
Presence of family restroom faciltities
Floor to ceiling private stalls
Background noise (I like bathrooms with noise, so I don't have to worry about people hearing me)
What else do you look for in a "safe" restroom?
