I've fluffed them different ways, but the only one that works all the time is to just fold the diaper in half, lengthwise; and then roll it up. Anything else and the padding gets to broken up which will lead to leaks.
If we're talking about makeshift diapers, then yes. I also made myself a semi-custom cloth diaper made from spares my mom kept from when I was a kid. I only got to wear a real one in secret, when I borrowed one from church.
